This paper aims at illustrating the general rules of fatwa, especially that fatwa days a big role in leading minds and through into unsound directions if these rules are not observed.

The writer has followed an inductive, descriptive and analytical approach.

The explored the clues of the research where they presumably were, and then he analyzed & discussed them.

The most important rules of fatwa are: - reliance on juristic evidence, moderation of fatwa, observing the circumstances of change, and the collectives of fatwa.

- What is the new to these rules? Fatwa must not complement the scheme of the other, we should it be a response to the cunning or provocation of the other, and fatwa shouldn't be used as a meens of publicizing the Mufti.

Recommendations are: - It's essential to active the role of Fatwa departments by first founding them, and then maintaining their role.

- It's essential not to inter for with future, and its important to career at department that proves freedom of opinion.

- It's essential to activate the rules that the researcher has concluded by making private laws in the field of fatwa.
