Credit transfer : is transfer charge permissible to pay ?

Salamu 'Alaikum, What do the scholars say about transferring credit from one credit card to another. As you know, people do this when they are offered a lower rate. Also, some credit-card companies charge a fee for doing this. Is it allowed to transfer credit for a fee like that ? Jazak-Allahu khair, Was-Salam.
