فضيلة الشيخ المكرم الأستاذ الدكتور منذر قحف السلام عليكم و رحمة الله و بركاته أسأل الله أن يتقبل منا و منكم الصيام و القيام، و أرجو أن تكون في تمام الصحة و العافية، فضيلة الشيخ وجه إلي سؤال حول مسألة فيما إذا كانت تأخذ حكم الربا أو لا و هي : أصدرت حكومة الولاية برنامج مساعدة المزارعين عن طريق القرض و ذلك بإقراضهم مائة ألف نيرا على أن يتم السداد بالأقساط، من غير زيادة أي مبلغ و لكن الحكومة تأخذ مبلغ ألف نيرا تكلفة الاستمارة فهل المبلغ المسمى المأخوذ باسم تكلفة الاستمارة يأخذ حكم الربا . وفقكم الله . مع السلام أبو بكر
