Arabic Abstract

تهدف هذه الدراسة إلى التعرف على اثر إدارة الملفات الطبية الإلكترونية في تحسين الأداء التنظيمي داخل المستشفيات من خلال تبنيها لوسائل تكنولوجيا المعلومات و الاتصالات و التعرف على أهمية و كفاءة استخدام نظام إدخال بيانات المرضى عن طريق بصمة الإصبع أو الرقم الوطني كأداة إدخال جديدة.

لذلك تم تصميم برنامج حاسوبي بواسطة لغة البرمجة السي شارب و ASp.Net وقاعدة البيانات SQL, ليتم إدخال بيانات المرضى و تاريخهم الطبي آليا و بعد ذلك تم ربط البرنامج مع جهاز البصمة, من خلال هذا النظام يتم التعرف على المستخدم من خلال بصمة الأصبع بالإضافة انه يوفر إمكانية الإدخال عن طريق الرقم الوطني و بذلك يتم استرجاع الملف الطبي للمريض خلال ثواني, كما و تهدف هذه الدراسة إلى ﺍﻟﺗﻌﺭﻑ ﻋﻠﻰ ﺃﻫﻡ ﺍﻟﻣﻌﻭﻗﺎﺕ ﺍﻟﺗﻘﻧﻳﺔ ﺍﻟﺗﻲ واجهت تطبيق هذه الأنظمة الالكترونية في هذه المستشفيات و مقارنة ذلك مع الأنظمة التقليدية المطبقة في المستشفيات سواء كان الخاصة أم الحكومية.

تم استخدام المنهج الوصفي التحليلي في هذه الدراسة بحيث تم تصميم استبانه تتكون من قسمين, في القسم الأول هدفت الاستبانه إلى قياس كفاءة استخدام نظام البصمة و الرقم الوطني كأداة إدخال جديدة بعد اختباره في عدد من المستشفيات, و القسم الثاني من الاستبانه هدف لقياس أثر إدارة السجلات الطبية الإلكترونية و دورها في سرعة الوصول للملفات و تحسين الأداء التنظيمي في المستشفيات المطبقة للنظام الصحي المحوسب.

يتكون مجتمع الدراسة من العاملين في المستشفيات التي تطبق نظام السجلات الالكتروني حيث تم توزيع 300 استبانه، تم استرجاع 253 استبانه أي بنسبة (% 86.6)، و تم معالجة البيانات بالاعتماد على برنامج الحزمة الإحصائية ( SPSS).

خلصت الدراسة إلى مجموعة من النتائج أهمها : استخدام أجهزة التعرف على هوية المريض أمر في غاية الأهمية من حيث السرعة و سهولة الوصول للملفات, و أن هناك اثر لتطبيق نظام السجلات الطبية الالكترونية في تحسين الأداء التنظيمي لدى العاملين في المستشفيات، و أن الأنظمة المطبقة في المستشفيات ما زالت تحذو نحو التجديد في إجراء معاملاتها و أنها ما زالت قيد التطوير و التحسين، حيث زاد الاهتمام أخيرا بتطبيق الأنظمة الصحية الإلكترونية في المستشفيات و استبدال الملفات الورقية التقليدية بملفات إلكترونية.

و أوصت الدراسة بضرورة العمل على بناء منظومة صحية الكترونية متكاملة على مستوى الأردن تربط المستشفيات في القطاع الخاص و العام تضمن التبادل الآمن و السريع للمعلومات.

English Abstract

-This study aims to identify the effect of electronic medical records management to improve organizational performance in hospitals through the adoption of the information and communication technology and to identify the importance and efficiency of the use of patient data input through a fingerprint or the national number system as a new entry.

So a software program was designed and tested ,by using C # language and ASp.Net and SQL data base, patient data and their medical history can be entered automatically and then the program is linked with the fingerprint device, through this system the user can be identify through the fingerprint, in addition it offers the possibility of input by the national number and thereby recover the medical file of the patient within seconds, also this study aims to identify the most important technical obstacles faced by the application of the electronic systems in these hospitals and compared it with traditional systems that already applied in private or governmental hospitals.

Descriptive analytical approach was used in this study, so a questionnaire was designed which consists of two parts, in the first section the questionnaire aimed to measure the efficiency of using the fingerprint system and national number as a new entry in a number of hospitals, and the second section of the questionnaire aimed to measure the impact of electronic medical records management, and its role in the speed access of files and improve organizational performance in hospitals that applied the computerized health system.

The study population consists of workers in hospitals that applied the electronic records system, 300 questionnaires were distributed, 253 questionnaire were retrieved by a rate (86.6%), the data were processed based on the statistical software package (SPSS.

The study led to a set of results, such as: the use of identification devices of patient's which is very important in terms of speed and ease access to the files, and that there is an impact of the application of electronic medical records system to improve organizational performance among workers in hospitals, and that the applied systems in hospitals still follow towards renewal in the conduct of their transactions and they are still under development and improvement, an attention was recently increased in terms of application of e-health systems in hospitals and replace the traditional paper files electronic files.

The study recommended the need to build an integrated electronic health system on the level of Jordan, linking hospitals in the private and public sectors to ensure the safe and rapid exchange of information.
