English Abstract

At present construction companies at Gaza Strip are trying to win the bids with lowest cost, without accurate calculations to the expected expenditures during the implementation phase.

This lead to increase the project cost and affect overall profit.

The objectives of this study are to identify and extract the key factors influencing cost to help control the expenditure and to investigate cost control practices in construction project.

In addition, this study provided research and analysis for the construction company and discussed its importance.

As well as, the research focused on the local construction companies in Gaza.

The methodology in this research was through conducting questionnaire survey.

Likert type scale was employed in order to gather perceptions about the research objectives.

Since the research was carried out in Gaza seeking the local construction companies, the simple random method was used for determining the simple size.

The sample consisted of 100 questionnaires, each questionnaire consisted of 50 factors and 28 practices.

The study findings showed that, the most influential factors that increased expenses are the Scope of contract group, which contain 12 factors and the most.

The level of demand on quality ranked 1st in this group of factors, followed by the type of clients, the contract values, and contract types and method of procurement.

The next group is project risk, which contain 19 factors.

The material prices and availability ranked 1st in the second group of factors, followed by selecting inappropriate contractors, the shortage of equipment, and rework of bad quality performance.

Followed by Environmental and circumstantial group, which contain 7 factors.

The political environment ranked 1st in this group of factors, followed by inaccurate site investigation, and natural disasters.

The last group is technique and external, which contain 12 factors.

The wrong method of cost estimation took the most cost impact factor in this group, followed by lack of communication between parties and poor on-site management, and carry out supervision/monitoring.

In addition, there are 28 mitigation measures to control cost overrun factors for achieving effective cost control.

The results showed that the perform a preconstruction planning of project tasks and resources needs, Proper project planning and scheduling, Use of experienced subcontractors and suppliers, and Effective site management and supervision took the most significant between practices.

Finally, the research set recommendations for each objective of the study, which included prompting some practices that were found to be effective by this study e.g.

(1) Clients should recruit competent consultants and make progress payment on time.

(2) Consultants should manage the design and construction phase professionally so as to minimize changes during construction.

(3) Contractors should put in-place adequate finance, material and schedule management process to manage the construction phase of any project.

The research rendered that the construction company should take these factors and practices in attention to reduce the overrun cost and increase the overall profits of construction projects.
