English Abstract

E-government is a new principle, used to improve the processes of government to make it more efficient, responsive, and transparent.

The processes reflect how enterprises and citizens can interact with government units how government units can cooperate and communicate.

The main goal of this contribution is to build a new quality model dedicated to evaluate e-government websites.

In this work a comparative analysis has been done on existing software quality models.

A number of quality models for evaluating e-government websites have been published, each models is intended to encompass the totality of quality factors and issues relevant to a specific notion of websites quality.

These quality models may be used to develop new websites, measure the quality of existing websites, or guide improvement of existing websites.

Therefore, desirable mechanisms exist to select the model of highest intrinsic quality and of greater relevance.

In this thesis, mechanisms are proposed for the comparative evaluation of e-government websites quality models.

The introduction of model has been further enhanced through expanding its quality,and defining metrics to measure their attributes.

Finally, the Fuzzy Analytical Hierarchy Process (FAHP) has been applied to the model as a decision-making tool in order to execute an empirical study, aiming at verifying the efficiency of the model.
