The World Summit on the Information Society (WSIS), is the third major event in the history of the international community on issues of information and communication.
The first meeting was held in 1948 with the development and adoption of the Universal Declaration of Human Rights.
The article 19 guarantees the freedom of opinion and expression, and the receipt of information regardless of frontiers and by any means.
The second main event in 1970.
Concerns the position of the movement of non-aligned countries on issues of information and communication, requiring the International Organization for Education, Science and Culture to set up a new system of information and communication (NWICO), which was ratified by UNESCO on 22 November 1978.
The organization has established an international commission to discuss issues of communication in the world, under the direction of the Irish Sean MacBride.
Commission has identified a number of problems for the information society, including the north / south imbalance.

Le sommet mondial sur la société de l'information (SMSI), est le troisième événement majeur dans l'histoire de la communauté internationale sur les questions de l'information et de la communication.
La première réunion a eu lieu en 1948, avec l'élaboration et l'adoption de la Déclaration universelle des droits de l'homme.
L'article 19 garanti la liberté d'opinion et d'expression, la reception des informations sans considération de frontières et par n'importe quel moyen.
Le deuxième événement principal en 1970, traite la position du mouvement des pays non-alignés sur des questions de l’information et la communication, exigeant à l'Organisation internationale pour l'éducation, la science et la culture de mettre en place un nouveau système d'information et de communication (NOMIC), qui a été ratifiée par l'UNESCO le 22 Novembre 1978.
L'organisation a mis en place une commission internationale pour discuter des enjeux de la communication dans le monde, sous la direction de l’Irlandais Sean MacBride.
La commission a identifié un certain nombre de problèmes pour la société de l’information, dont le déséquilibre nord / sud.
