تركز هذه الورقة على ما يجب أن تقوم به الأقطار العربية للإفادة من أجواء العولمة ذات المنافسة الحادة.
فمن أجل ذلك يتوجب على هذه الأقطار أن تتبنى خليطا متسقا من استراتيجيات التنمية الداخلية و الخارجية.
فأي إصلاح اقتصادي موجه خارجيا و أي استراتيجية تصنيعية موجهة للتصدير يجب أن تكون جزء من إصلاح اقتصادي مستديم موجه محليا.
و يجب أن يتضمن الأخير العناصر الرئيسية التالية : (أ) تنمية الموارد البشرية (ب) تكافؤ الفرص (جـ) الشفافية في الحكم (د) الطلب المحلي الفعال (هـ) و البيئة المستديمة.
و أي تساهل في إيجاد إصلاح اقتصادي مستديم، فيما يتعلق بالاستراتيجية الصناعية أو التوجه نحو الخارج، سوف يترتب عليه حالة من عدم الاستقرار الاجتماعي كما ينتج عنه خسائر اقتصادية مكلفة.
إن الإصلاح الاقتصادي المستديم لا هو بالمباشر و لا هو بالفوري، و مع ذلك فهو لا يحدث، كما يقترح في بعض الأوقات، كمنتج مرافق أو جانبي لفتح النظام الاقتصادي و الاجتماعي للتجارة الدولية.
و أبعد من ذلك، فإن الإصلاح الاقتصادي المستديم يتحدد بالبيئة المحيطة.
فكل قطر يجب أن يتبنى و يحدد مساره الزمني المناسب له و كذلك الإصلاح الاقتصادي المحلي المستديم.
إن الفائدة المتوقعة من سياسة الإصلاح الاقتصادي الموجه خارجيا و من استراتيجية التصنيع الموجه للتصدير، في زيادة القدرة التنافسية و زيادة النمو المستديم، تعتمد على مدى التقدم المحقق في الإصلاح الاقتصادي المحلي المستديم.
و مع الأخذ بالاعتبار الهياكل المؤسسية و السياسية للدول العربية، فإن كثيرا من العناصر الرئيسية للإصلاح المستديم تتطلب تحديد حدود المسار الزمني للإصلاح الاقتصادي الموجه خارجيا و استراتيجية التصنيع الموجه للتصدير فإن الدولة لن تذهب أبعد من إمكاناتها لتعمل بفعالية في أجواء العولمة.
و مع ذلك فإن الإصلاح الاقتصادي المستديم يجب أن لا يستخدم كأداة بأيدي أصحاب المصالح و النفوذ من أجل تعطيل تنفيذ الإصلاح الاقتصادي الموجه خارجيا أو الاستراتيجية التصنيعية الموجهة للتصدير.
Abstract EN
This paper makes the case that for the Arab countries to benefit in this highly competitive global environment, they must adopt combined and coordinated internal and outward development strategies.
Any outward-oriented reform (OOR) or export-oriented industrialization strategy (EOI) must be part of an internal-oriented sustainable reform (IOSR).
The latter should include as its fundamental elements the following: (a) development of human resources; (b) equality of opportunities; (c) transparency in governance; (d) strong local demand; and (d) sustainable environment.
Lack of progress in IOSR, relative to that of OOR/EOI, could be a call for social unrest and costly economic losses.
IOSR is neither automatic nor instantaneous, however.
It does not happen, as sometimes advocated, as a by-product of opening the economy and the social system to international trade, finance and information.
It requires deliberate policies and long-term commitment.
Furthermore, IOSR is context-specific.
Each country should adopt and specify the time path of its own and specific IOSR.
The benefit from OOR/EOI policies and strategies in enhancing a country's competitiveness and sustainable growth depends on the progress in IOSR.
Given the institutional and political structures of the Arab countries, many of the reform elements in IOSR are long-term.
An IOSR strategy should define the boundaries and the time path for OOR/EOI reforms so the country does not go beyond its ability to interact effectively with the global environment, so to speak.
