Abstract EN

The charter of the United Nations has entitled the Security Council to bear the primary responsibility for the maintenance of international peace and security.

By doing so, the member states of the Organization have been willing to ensure a prompt and effective action, which is guaranteed by the security council due to its limited membership, and to give the great (super) powers which have permanent representatives in the security council an effective role in settling international disputes.

After the disintegration (collapse) of the soviet union of the and of 1991 and the emergence of the call for establishing a new international system, the activities of the security council in intervening in international disputes have increased particularly after the increase and aggravation of internal political, ethnic, religions or tribal disputes in many countries.

This has led the leaders of the permanent member states in their conference which was held in 31 January, 1992 (the summit conference of the states of the security council) to consider all the forms of internal extremism a threat to the international peace and security, and to give the green light to the security council to take action in accordance with its authority in settling these disputes.

As such, it has taken a number of resolutions according to what is known as the humane intervention to face them.

This research has attempted to explicate the extent of the authority of the Security Council in settling disputes and to know the extent of applying this authority to the operations (processes) of the human intervention through clarifying the legal basis of this intervention and the constraints and restrictions of the operations of intervention.
