Abstract EN

The main objectives of this research is to study the nature of the American strategic goals throughout the pre and post September 11 2001 , and how Washington exploited these events, in achieving its political and strategic objectives, the most important of which is repositioning preemptive military actions in the geostrategic areas which forms the heart of the world; in the Middle East and Central Asia, near the borders of the former enemies: Russia the heir of the Soviet Union collapsed regime economically and not militarily, potential enemies (China) or the Group of Asian States may enter into alliances which constitutes the poles of a rival to the United States of America in the future.

Therefore, the United States got a national strategy, centered on resorting to wars (preventive/ preemptive war) and not waiting for the enemy even threatens or controlled the strategic areas and vital American interests
