تصف الورقة التحول الحديث في السياسات الاقتصادية الكلية في مصر، و تشتق نموذجا مبسطا يبين ذلك التطور حتى منتصف التسعينات، حيث أن ظهور الدولرة و التأثير الكبير لمعدلات الصرف على الأسعار، يحد من قدرة مصر على الوصول إلى سياسة نقدية مستقلة.
لذلك، تبين الورقة الظروف التي تغيرت بحيث أصبح هناك مجال الآن لسعر صرف عالي المرونة.
و في ضوء محدودية القدرة المصرية على اعتماد سياسات مالية مقابلة، فإنه يصبح من الضروري وجود سياسة نقدية مستقلة، تستخلص الورقة أنه (من خلال سياسة الإصلاحات المالية) يمكن تحسين إدارة الاقتصاد الكلي في مصر.
و في جانب السياسة النقدية، ترى الورقة أن مصر يجب أن تشير باتجاه نظام التضخم المستهدف.
أما بالنسبة للسياسة المالية، فإن الورقة توصي بتبني مصر لميزانية المؤسسات التي تسمح بإزالة العجوزات الهيكلية و بناء سمعة طيبة في مجال التدبير المالي.
Abstract EN
This paper describes the recent evolution of macroeconomic policies in Egypt and derives a simple model (within an IS-LM framework) showing that until the mid 1990s , the presence of liability dollarization and high passthrough from exchange rate to prices may have limited Egypts ability to conduct an independent monetary policy.
However , the paper shows that conditions have changed and that there is now room for a more flexible exchange rate and that , in the light of Egypts limited abillity to conduct counter cyclical fiscal policies , an independent monetary policy is necessary.
