تحدد هذه الورقة أثر بعض الإصلاحات الافتراضية على رفاه السكان الفقراء.
و تقترح إحلال برنامج تحويلات مباشر يستند إلى هدف إقليمي، بدلا من النظام الحالي للدعم الغذائي المعمم.
تبين نتائج ميزانية الأسرة أن الإصلاح قد يسمح بتخفيض هام في مستوى الفقر يتراوح بين 8.4 و 34 بالمائة، حسب الطريقة المتبعة في قياس الفقر.
استخدمت اختبارات الهيمنة في تحديد الآثار المحتملة للإصلاح بالنسبة لتعاريف عديدة لخطوط الفقر و درجاته.
و تفيد النتيجة الرئيسية أن تنفيذ برامج لمساعدة الفقراء وفق مخطط إقليمي يمكن أن يكون أكثر فعالية في تخفيض الفقر من برنامج الدعم الحالي المعمم للغذاء باستخدام تعاريف مختلفة للفقر و خطوطه بما في ذلك التعريف المعتمد في تونس.
Abstract EN
This paper assesses the impact of hypothetical reforms on the poor population welfare.It advises the subtitution of a direct transfer program based on a regional targeting , to the current universal food subsidies system.The main result is that the provision of assisstance to the poor based on a regional targeting program would be more effective in reducing poverty than universal food subsidies scheme within a wide range of povetry measures and poverty lines including all those estimates and generally used for Tunisia.
