The current study aims to provide a clear proposal about strategy of mutual teaching applied within normal classroom, as one of teaching methods and strategies for whom with learning difficulties to identify extent of its efficiency and effectiveness in development of reading understanding.

To achieve this purpose, the study has reviewed some literatures and previous studies which discussed this subject from many sides.

The study focused on determination of theoretical bases of this strategy, and bases of application within classroom and steps and benefits of application on other with special learning difficulties, and roles of students and teachers during application.

The study concludes that strategy of mutual teaching has efficiency and effectiveness in development of reading understanding in students with learning difficulties, which effectuates with achievement of requirements and steps of practical strategy application within classroom.

Results of previous studies informed that there are many benefits from application of mutual teaching strategy in development of reading awareness and cognitive skills for others with learning difficulties, the results also revealed many other benefits.

The study recommended with importance to apply strategy of mutual teaching in learning students with difficulties, and to make further researches, to modify content of curricula in order to involve these strategies and to prepare competent teachers who are capable to completely applies, to assure equal opportunities for students with learning difficulties
