English Abstract

That the subject of the abscess is one of the most important economic studies in the history of the Arab-Islamic state is an important aspect of the administrative arrangements of the Islamic state of Arab in the liberated areas reveals the force at the time could not separate the procedure of what preceded the previous period of Islam so that the Sasanian organization of the abscess has passed a series of procedures and laws of the fractions of Foreign Affairs was fair brought a new concept to the way the collection of an abscess in the living standards of economic regulation of the population It came research confirms the fact that the reform regulation of the abscess in Persia who went from concept Almkasemh to space has remained in effect after the coming of the Muslims who did not have prior knowledge of the mechanisms of the collection of the abscess which laws and regulations prevailing in the open country, The difference was in the way of collecting the abscess and not understandable as an economic system because the Muslims is familiar with the concept of the abscess by the economic arrangements of the Prophet Muhammad peace be upon him, was the Caliph Umar position damn clear in his question to her son Qin Iraq and Persia around it to collect the abscess in the previous period mechanism endorsing reforms fractions temporarily until the comprehensive survey of blackness Iraq and estimate the amounts abscess tax.
