Abstract EN

In most countries of the world, the economic operations do not approve success in the dominance of both public and private sectors concerning the impact on the economic activity.For instance, sometimes some countries fail when the government intervention employs the economic activity only in the public sector; other times some countries fail when they apply the market mechanism through the private sector in the same job performance.

All this is due to various reasons that are related to the nature of the economic system in each country.

Hence, the global trends, at the level of the local economics, are directed towards the application of the principle of "the partnership between the public and private sectors", or what is called "the partnership between the government intervention and the market mechanism".

This is taken into account as a primary step towards taking the mutual advantages from both public and private sectors within a particular economic environment.

Throughout many years, the Iraqi public sector is in control upon all the economic tasks in the country, regardless of the level of performance that does not rise to the level required, in most times, due to many reasons: political, economical, security, and many others.

For the private sector in Iraq, it has been and still less likely to impact on the economic process for many reasons.

However, this does not mean that both public and private sectors do not have advantages to be able to impact on the economic activity.

Due to this, there is a need here to work together with each other upon a conditional partnership that should meet the developmental ambitions in the country.

Hence, this paper tries to shed some light on the knowledge of the contents of the application of the partnership principle in the Iraqi economy; in addition to identify the suitable mechanism to achieve this target and take its benefit positively.
