English Abstract

Cities and towns act as catalysts for social and economic developments.

Qualities of the built environment, heritage, aesthetic values and contemporary culture all act as location factors to any socio-economic development.

Therefore, preserving the cultural identity through making the necessary developments while maintaining current qualities, is an important dimension of the city’s sustainable development.

However, and despite an increased awareness of the values embedded within heritage in the collective consciousness of the people today, when faced with the prioritization of beneficiaries, gratification of human needs usually takes the forefront (Figure 1).

It is therefore crucial to promote effective and efficient developments to cope with the rapid urbanization while maintaining good living conditions for the population.

The study aims to enhance urban heritage conservation in the Arab region particularly, for its individuality in character and cultural resources, through incorporating a participative approach.

The objectives are to test the correspondence of participation principles against the historical conservation practice to reach a perception of what a participative heritage management in the Arab region should be like, as well as recognize various successful approaches of implementation in the region.

This paves the way towards setting out guidelines for applying the process on a regional scale.

Outcomes and related international charters are also analyzed to tailor a framework for best practice model.

Finally, the concluded framework is demonstrated using a historic neighborhood at the city of Alexandria as a study area.

Anticipated shortcomings are highlighted, as well as recommendations for model enhancement and further research.
