English Abstract

Selecting appropriate contractors is a key to assure the success of a construction project.

The selection of contractors often encounters problems, such as the selection of inappropriate contractors, difficulty in the management of contractor and out-of control of quality, time, budget, and safety.

It is important for construction clients to control the contractor selection operation and make sure to conduct it in a fair and objective manner.

The aim of this paper is propose a tool for contractors’ selection process.

A questionnaire survey was developed for this study, and was distributed to 19 project managers.

The results of this study indicated that contractors' selection should be based on the best bidder and not on the lowest bidder.

A number of issues should be carefully considered when deciding on the best bidder such as : staff experience, availability of plant, health and safety performance, contractor reputation, in addition to other criteria.
