English Abstract

The Gaza Strip is one of the highly populated areas in the world as the total population approaches 1.4 million inhabitants living in a total area of 365 km2.

In the last 13 years, most of the residential areas were provided with water supply and sewerage network.

Based on Palestinian statistics, an amount of USD 150 m was obtained from different donor countries.

More than 20 national and international organizations were involved in planning, implementing and operating these infrastructure projects.

Despite the significant role of community participation in infrastructure projects, not all the implementing organizations considered this role in their planning and implementation stages.

It can be said that participation of local community is based on many factors, among them are guidelines of the donor, the implementing organization and the willingness of this community.

Community participation is one of the techniques to insure the sustainability of rural or urban water supply, sewerage and sanitation (WSS) facilities.

When facilities are constructed without consulting the community, the intended users may have a low sense of ownership over them and it may not be clear who is responsible for operation and maintenance (O&M) activities.

As a result, the new WSS facilities may deteriorate quickly.

This paper discusses two case studies were community committees was formulated, one of these studies in Jabalia and the other in Rafah City.

Formulating representative community committee accepted by local community will facilitate the planning and implementing the project and increase the cooperation of local community in terms of covering the cost of house connection.
