English Abstract

In recent years Quality Management which started to be used in the late 1980 s has become a key management issue in petroleum educational establishments.

The paper examines the importance of roles, tasks, functions and relevance of quality systems for oil sector education and training institutes in Libya.

The study set out to test the null hypothesis that no significant difference exists in perception between various group users as stakeholders.

Questionnaire survey demonstrates that how data pertaining to stakeholders considered views, opinions and assessment can be easily classified under three broad categories namely external, internal and management related.

Results indicate that no significant differences exist between various groups of stakeholders regarding the relative importance of perception items indicating the views of users of educational services.

The results have implications for the design of appropriate roles, and quality policies for educational establishments in Libya.

The questionnaire data are further examined and analyzed by regression analysis, taking the individual variables as identified in different questions.

Conventional measures like, Alpha test, Mean, Standard deviation, Variance, Single sample t test, and chi square test, are used as an aid to analyze and interpret the data.

After introducing the analysis tools answers as obtained in questionnaire are assessed in terms of measures as justification to responses.

The results from the t test lead to the testing of hypothesis "To what extent is TQM applicable as a valid management tool at PTQI in dealing with null hypothesis.

The qualitative responses collected form as variables in a multiple regression analysis.

The method adopted, is capable of answering the core theoretical question ; i.e., whether the Libyan stakeholders really understands the benefits of total quality management as a mixture of quantitative and qualitative indicators Before and after studies that total quality management system implementation helps to transform institutions into quality conscious entities.

The method adopted, is capable of answering the core theoretical question ; i.e., whether the Libyan organizations represented by institutions really can work in effective quality system management eams by making them feel like integral parts of the business and allowing them to assume challenging responsibilities in petroleum industry.
