Many people and cities suffer from destructive wars that kill people, destroy the nature and Building, displace millions of people and make them homeless.

As soon as wars end, problems arise and open out the facts that people are in an urgent need to shelter and humanitarian helping.

This requires from communities to make great efforts to prevent these wars, to minimize theirs effects, to manage the crises after them and to provide the affected people with the emergency needs such as shelters, humanitarian aid and helping in the reconstruction of affected cities.

In the Arab region the aggression wars repeat from time to time, specially the situation in Iraq, in Lebanon, and in Palestine, is the biggest witness to the need of peoples to crises management during and after the war and emphasizes the need to exemplify from the experiences of other cities in the reconstruction destroyed cities such as Berlin city in Germany.

Berlin - Germany's capital-had observed in the twentieth century two world wars, the World War I from 1914 until 1918 and World War II from 1939 until 1945.

It was rebuilt in a short time after World War II with local self efforts represented in the local reconstruction programs, and international efforts represented in the European Recovery Plan (Marshall Plan) to return as a political, cultural and Germany's capital.

The aim of this study is to clarify the practical experience of rebuild of Berlin city after World War II highlighting the most important policies, strategies and the features that have characterized this process.

In addition the study aims to emphasize the importance of concerted efforts in the reconstruction process to be used in the Arab region and to achieve a standard of living that preserves the human dignity.
