English Abstract
Civilians in war areas are subjected to high risk of injuries and kill in their homes.
The living conditions could also be extremely difficult.
Normally, governments construct shelters specially designed to provide protection and acceptable living conditions for civilians during wars.
These measures are suitable for countries in which civil defense system is strong and has sophisticated alarm systems against attacks, so that civilians do not need to stay inside the shelters all the war time.
The civil defense can provide on time instructions to the civilians, ensure safety measures, distribute food, rescue people, etc.
On the contrary, in areas without adequate civil defense system, shelters cannot be the solution, even if they exist.
In such cases, civilians have to stay inside their homes the whole war period which are not normally designed to withstand the war risks.
To overcome this problem, a design approach for buildings has been developed to minimize safety risks, provide acceptable living conditions to occupants and facilitate safe evacuation of people in case buildings were damaged during wars.
The design approach is suitable for new reinforced concrete buildings in Gaza strip and in other places of similar conditions.
The approach was developed based on learned lessons and field investigation of buildings that have been damaged during the December 2008-January 2009 war on Gaza strip.
The development of the approach has also benefited from international experience found in relevant standards and manuals including recently issued Israeli standards.
The approach defines specific requirements in four main design specializations related to : (1) Construction materials, (2) Architectural design, (3) Structural design and (4) Safe area and evacuation.
The approach has been verified using real life case studies of buildings damaged during the war on Gaza strip.
The results from the case studies showed that many lives and injuries would have been saved if the approach was used in the design of the buildings.
It is therefore strongly believed that governments should enforce the implementation of the developed approach ; especially in Gaza strip.
