Algeria suffered following the cancellation of the electoral process in 1992 of acute security crisis، because of the spread of the phenomenon of terrorism، which is paid to the reliance on military approach as a mechanism for control، but the utter failure to achieve its goal، pushed into adopting peaceful means، and of a law for reconciliation and civil harmony In order to achieve transitional justice، but to ensure that the law of the policy of tolerance with offenders beginning of an easing of sanctions through to the amnesty، according to the conditions set out in a special exceptional laws، raised many legal problems، and display of many of the human rights criticisms، which saw it as a contradiction with the principles of transitional justice .

However، there are those who believe that the National Reconciliation Act in line with the different circumstances and peculiarities of political، social and economic Algeria.

Algeria has bet on this law in order to experience success in achieving security and political stability on the one hand، and adapt it to the principles of transitional justice on the other.
