Abstract EN

Given the importance of public procurement contracts and its solid relevance to public treasury, and because of the crimes which spread widely in this domain, the Algerian legislator subjected it to a control accompanying all the stages.

That is through what is stipulated in the new Presidential Decree No.

15/247 containing the regulation of public contracts and authorization of public utility of internal control exercised by one permanent committee and called in the text "the committee of opening folds and evaluation of bids".And external control exercised through the committees of public contracts.

- This control imposed by the Algerian legislator due to its important role in the establishment of public contracts in accordance with the legislation in place and according to the principles that are enshrined in the law of public procurement contracts ; such as the principle of equality among contractors, as well as minimizing the crimes that became spread and apparent in this field.
