Abstract EN
Turkey voted on an important constitutional referendum on April 16،2017.
While the majority of the 18 proposed amendments to the Turkish Constitution aim to change the system of government, the proposal includes amendments to the legislative and executive.
It is observed that, apart from these two, the most important regulations are about the judiciary.
The aim of the proposal is to end the bureaucratic tutelage.
Besides, the fact that the system for the election of the members of the HSYK (Supreme Board of Judges and Prosecutors) caused serious problems within the judiciary, and the ideal of increasing the democratic legitimacy of the council resulted in the inclusion of the related clauses to the amendment package.
