The idea of good governance has taken ample space of political thought, Therefore, the most prominent thinkers, philosophers and trends of political thought has begun to search for the best ways to get to the good governance.

So,the Plato's Republic, Utopia of Al-Farabi and Utopia of Thomas Moore were examples of this.

Today, the nations of the world backed by the efforts of organizations, thinkers and researchers,financial and economic institutions looks to develop the ways and mechanisms to get to the good governance,which involves tools and institutions capable to make the transition for the reality of the countries, especially newly emerging and underdeveloped from the reality of underdevelopment and retreat to the fields of development and progress.This task does not look easy, because it confronts a series of obstacles and problems that are trying to prevent access to it, and comes in the forefront the phenomenon of corruption which could convert the dream of oppressed peoples in access to good governance into a nightmare.For this,the world has become a field of conflict - intellectual and institutional conflict - between attempts of access to good governance and the reality of rampant corruption in many areas and countries, and Iraq a one from these countries, which is suffering a real crisis at the level of high rates of corruption on the overall activities of the State.Although, the Iraqi political system which was formed after 2003 was based on principles of democracy
