With this study, the researcher obtained a set of conclusions that could be summarized as following:- The interesting in the Holy Qur'an, studying, investing and following, in all time as the legal, social, rhetorical and eloquence constitution.

The importance of the Usuli rule and their effects on the social developments where the exoteric meanings of the Holy Qur'an is the first resource of legislation and deducing the legal judgment, it's a miracle and it is the Divine evidence.

The research shows the three says of following the exoteric meaning of the Holy Qur'an, the preferred is to follow the exoteric meaning after considering the specific one according to the Holy narrations.

It proves that the rationales followed the exoteric meaning as well as the legislators.

It studies the exoteric meaning chain, treating the social exoteric, the positive and the negative ones, such as fulfill the contracts and pledges.
