Abstract EN

This paper tries to examine the nature of leadership strategic role in human resources development in the organization.

To do this, it addresses two main axes.

Firstly, it pinpoints the nature and the role of leadership in rationalizing the use of technologies as helping factors.

This view is developed according to the objective or global vision of leadership, which derives its usefulness and effectiveness from two factors, the cognitive ability and the behavioral and educational exemplarity.

These factors contribute to the creation of a participative environment which is beneficial to the organization and at the same time to the avoidance of harmful factors by the organization.

Secondly, it shows how to rationalize the communication process by adopting a dynamic vision based on the modern concept of communication.

This dynamic vision contributes to a better use of the tools needed in the decision making process for success, Excellency and survival of the organization as well as of the society.
