The concept of human capital refers to the theory developed by (Gray Becker) in the mid-sixties of the last century.

The theory is deemed as the first breakthrough of research that has studied the reasons behind the strong growth achieved during what is known as the glorious thirties .

The Human Capita i.e.

the personnel and not solely the money, the buildings and the lands.., is the most vital element for the survival and the sustainability of any organization in a highly changing world.

In fact, organizations not only strive to survive but to thrive and develop its competitive quality.

This requires most of all a radical change in its management philosophy and its perception of human resources.

This entailsa change in all other function as far as its culture and atmospheric variables are concerned, evaluating its opportunities and threats; its strengths and weaknesses, and thereby its objectives and strategy.
