Abstract EN

Despite several attempts to undertake economic reforms by the main Hydrocarbon exporting countries of the South, in the last decades, most of them still have not reached their expected aims; in terms of GDP growth and economic diversification.

Indeed, hydrocarbons remain the dominant sector of the economy.

Its weight in major macroeconomic balances has continued to represent a significant share.

Thus, as an absolute owner of such wealth, the State has been given the pivotal role in the development process, particularly through public expenditure.

However, this situation reinforced the dependence of these economies towards international markets and accelerated the possibility of depletion of these resources.

This study represents an inquiry about the persistent problem of the transition from a rentier economy into a sustainable real wealth creating one.
