Today, libraries and information centers, all around the world, are aiming to develop and update their management systems, counting on the most modern technological innovations to present an effective form for managing the work aiming at increasing performance, improving competencies and enhancing effectiveness.

The integration of management and technology is one of the most important issues emerging at international level, as the new century is emerging with new challenges and opportunities.

These are limitless except by human capabilities.

We have to think of the potential that technology carries for management of libraries and information centers.

Considering the nature of modern technologies in administration, libraries and information centers have found themselves facing great challenges to connect these technological applications in the administration and the success in achieving their goals through them.

This is why scholars, specialists and technical experts have come to help them come up with policies, standards and rules to guide them to the right path for programs and the requirements of the electronic management application.

Amongst which, we find the necessity for the existence of an organizational culture considering that it is one of the main elements that define the success or failure of libraries.

Organizational culture focuses on values and concepts that push those who adopt technologies to be strict, work seriously, innovate, update and participate in the decision making process, to work on maintaining quality and improving performances and services, achieve the competitive advantage, to quickly respond to the needs of the recipients and other parties of the work environment.

It can also be considered a radical element that affects the libraries ability of change and establish the electronic management application, and their capacity of catching up to the current technological evolutions around them.

The more flexible librarians are, the more they can hope for the better, and the more they will be able to change and benefit of it.

And vice versa, the more rigid librarians are, the more anxious, careful and more conservative, the less their potentials get, less prepared to develop, and to update through renewed execution of the electronic management concepts, especially after the environment got a more global content and way of thinking, new competitors have risen on the light of the diversity of resources and knowledge and technology developing really fast and in a high speed.

We will attempt through this research to study the relation between the organizational culture and implementing an electronic management and its role in guaranteeing its application and investing in the right, adequate and proper way, manifested by the reach to positive results and the guarantee to provide the best electronic services in libraries and information centers.
