The objective of this study was to identify the administrative empowerment and effectiveness of the organization as well as to measure the relationship and impact in the General Company for Cereal Trade in Babel governorate.

To achieve the objectives of the study, the questionnaire was prepared for this purpose as well as personal interviews.

The questionnaire included (26) (The administrative empowerment and the effectiveness of the organization) as final, has been verified the validity of the tool by presenting them to a group of arbitrators, and was confirmed by the stability of the use of (Kronbach Alpha), the total stability coefficient of the tool (0.90) The appropriate statistical methods Using the Statistical Program (SPSS) The study reached 1 - There is a difference from the point of view of the sample on the variables of the strategy of administrative empowerment, where he confirm %73of them stressed the need to increase the attention of the organization's management to this variable by giving appropriate powers to the working individuals and encouraging the teamwork teams to motivate and train them for the purpose of increasing the efficiency of the team.

2- The organization is faced with the difficulty of appointing individuals and cadres distinguished where we note the lack of youth energies under the age of thirty in the organization investigated, evidenced by the adoption of the Organization to the individuals working and already exist in the organization and this means the loss of management of such energies and their creative ideas-The study concluded: 1- The phenomenon of non-recruitment of young people and energies is an economic waste for the organization that is being investigated due to its loss of hot blooded cadres, which the administration always calls for, because they have unique creative ideas and abilities especially in the business world.

The reality of the corresponding organizations for the purpose of knowledge and identification in order to reduce the dependence on the current cadres working in the organization in question.

2-Successful management is able to define the strategy of administrative empowerment and its importance in enhancing its effectiveness.

Therefore, we recommend that the outstanding performance be linked to the system of delegation of authority and support the collective work and training them constantly and choose an appropriate policy to motivate them through a yearly work to honor the creators of the organization and in front of everyone.To encourage others.
