The construction and operation system, and the transfer of ownership is of the most important images of private sector participation in the creation and updating and management of infrastructure projects, and it has been widely accepted in many countries of the world because of its importance in easing the financial burden of public budgets of countries, especially the developing ones, On the other hand,it opened the way to the private sector as a new actor in the field of public projects, especially the infrastructure projects that were monopolized by the state.
