It is well known that protecting the environment is the responsibility of all humanity, and that the State -alone- can not, as a member of the international community, Address environmental problems in the event of peace, let alone an armed conflict.

Therefore, the efforts of all members of the international community - States and organizations - must be combined to provide protection for the silent victim in war.

This paper attempts to present the most important efforts made within the framework of the Intergovernmental Organization for the Protection of the Environment, through a typical examination of the role of the United Nations in deterring environmental violations in times of armed conflict
