Free zones become a global phenomenon for excellence ,and estimated at 1735 area spread over 133 countries out of 192 countries in 2008, most of them processing economic transitions from the oriented economy to the free one, embraced the free zones for the transition gradually and orderly .They are considered as experiences laboratories of the economy’s market mechanisms.

Many countries set up industrial free zones for export in order to attract foreign direct investment to provide the ingredients, and multiple incentives that make the investment in excellent climate, they are the rules of industrial attractive policy for foreign direct investments that are looking for comparative advantage of each area to improve the level of global competitiveness, and this adopting distribution step’s production has become the universal values chains centers by excellence.

The adoption of Algeria to the economy of rent (98 percent of our resources in foreign currencies from exports of fuel) and increasing the proportion of imports year after year to the weakness of the internal display, reflected the need and necessary for the establishment of free industrial zones for export in Algeria to push the Manufacturing process
