Several studies suggest that financial liberalization erase the negative effects on the financial and banking sector resulting from the application of braking financial, then called for the need to apply thoroughly and quickly.

But others studies indicate that the collapses and financial scandals, which affected the major financial institutions and banks in the world, included in the capital markets in particular, in countries like the United States of America, and the United Kingdom, Russia, Japan and East Asian countries, demonstrated the failure of traditional methods in the prevention of the causes of these collapses and scandals, which depends on the excessive application of financial liberalization of all-sector institutions financial and banking, which prompted the concerned national and international authorities to conduct in-depth studies to determine the main reasons behind the occurrence of such financial crises and collapses banking, that we seek through this paper to analysis and to answer how banking and financial crisis in the context of financial liberalization? And as well as questions about corporate governance and it mechanisms as a guarantor of non-occurrence of these crises?.
