Assessing the effectiveness of the city and its peripheral residential areas is necessary and important to answer questions and challenges tackled by developers planers and political actors, which permits restoring the role of the city as a comfortable living space.

Furthermore, developing evaluation indicators that associated the state of various urban areas, especially residential areas is of great importance.

Urban indicators are of great interest particularly in the field of urban planning and development, especially if they respond to the demand of the population by facilitating the diagnosis of current conditions: acting as a diagnostic and decision-making aid system.

These indicators could improve the living environment based on quantitative and qualitative data summarize.

This research aims to evaluate the effectiveness of spatial coverage of public primary schools in the southern suburbs of Constantine.
