The European Union announced a new policy, the European Neighborhood Policy (ENP) in 2003, which brought about a new type of relations with the South Mediterranean countries, based on bilateral relations, which reflected a new treatment in the political, economic and social issues.

It emerged as a result of the regional circumstances that Europe has known and the international circumstances which forced the EU to formulate a policy adapted to the new regional and international situations.

The initiative to achieve certain EU goals came with new partnership mechanisms but was integrated within European initiatives.
