Educational services are one of the most important services that contribute to the development of societies and their urbanization through the provision of scientific, technical and professional frameworks that help to build society in all fields such as: economy, society, politics, culture and technology, where education is the first link in the ladder of development in any country, whether advanced or backward , Which does not bear fruit except in accordance with a scientific process based on a set of measures adopted and directed by decisions and ongoing actions to achieve future goals based on planning grounds.

This article aims to identify the reality of planning for education al services in the arab countries through some studies and reports with the adoption of analytical descriptive approach to achieve that any successful planning is only accordance with the foundations and the international standards that ensure justice in the provision and distribution of these services to cities
