Abstract EN

The present study aims at identifying the concept of e-government and exploring the factors that influence its implementation.

The study is concerned with the influential and effective factors in the success of the application of the concept of electronic government in Kuwait.

Through the results of the statistical analysis of the questionnaire administered to 30 agents in all governmental institutions and 48 officials in authority, the study shows the existence of three major factors that directly influence the success of implementation of the concept of electronic government in Kuwait.

The first factor is administration, and this factor includes leadership, organizational structure, lack of technology, political tendency, social environment, and non-cooperation of the private sector.

The second factor is resistance to change, and it includes the change of the centers of power and responsibility, the prevailing laws, and non-cooperation of employees.

The third factor is marketing, and it includes the other institutions, the budget, and lack of public awareness.

The researchers recommend that Kuwaiti organizations must concentrate on these factors which exist in the work environment in order to succeed in implementing the concept of electronic government.

This must be done before starting implementation.

The administration must not step forward from one stage to another stage until it is done with all the aspects of the previous point.

The researchers also recommend that these factors and axes must be dealt with very carefully and cautiously due to their importance in determining the percentage of success.

In addition, an example or a model of knowledge management is needed to be applied besides the concept of educational organizations so as to facilitate the process of the shift or transition to electronic work in a cooperating environment capable of accepting and absorbing and developing all that is new.
