Tiiis paper is a quaJilative single case study that describes the importance of public administrative reform through introducing a problem that is faced by the Egyptian government due to the non e.Kistencc of a well defined organiza-lional chart.
It reviews the Egyptian situation, the organi7.ationa! chart and structure existence in Arab and Non-Arab countries; then fiualiy proposes a rec-oinineiKjaiion for ministries and an or-ganizaiioi\al chart that may help in the siabililN- of the governmc.nlal system.
The paper shows the effect of organizational chuit reengineering and thus illustrates the effect of having a formal documented organizational chan with defined ministries on decreasing administrative costs and reaching more accurate information about ministries' per-foimance.
This leads to a more effective governmental perfonnance management, accountability which results in the stability of the governmental administration and governance which will coiisequcntly increase social stability.
