Abstract EN

The study aimed to identify the environmental value whether organization values or personal.

Prevailing among public employer in government institution.

And determine the degree of positive values and the negative values as well, added the degree of each sequence within the system of values prevailing among employers.

The study sample consisted of 180 employees were randomly selected working in government institution from Jerusalem and Jericho governors.

Questionnaire was used to collect data from respondents based on the description analytical approach.

The study found that there are statistical relationship between positive values, according to the study variables (sex, title job, years of experience, qualifications).

It is also there is also statistical relationship between negative values and the previous variables.

The study found that the most important positive values prevailing in the government institutions where women respect and the mutual respect among employees.

But, the most important negative values were favouring private interest and the conflict between staff.

The study found that the positive prevailing among employees was 3.29 grade average, and this values is not acceptable either negative value was 3.19 estimates the average.

The study conducted to work on the formation of a national comprehensive strategy.

to promote positive values, and strategy formulation on overall level to strengthen the organizational values of a value system to cope with the mental image with the employee (about the importance of values on performance and impact of ethics to enhance the educational ethics on employees), Through specialized training programs.
