تسعى كثير من الدول لتطبيق برنامج الحكومة الإلكترونية و الذي يعني نقل كافة المعاملات بين المواطنين و الحكومة عبر شبكة الإنترنت.
و تهتم هذه الدول بتجهيز المتطلبات من معدات و برمجيات إلى تدريب خبراء و فنيين و قليل ما تركز بمدى تقبل المجتمع و جاهزية لهذه التقنية الجديدة و خاصة في الدول النامية و التي تعتبر من المشاكل المهمة و التي يجب أن نوليها الاهتمام هي تأثير العادات و التقاليد في المجتمع على الاستعداد لتقبل التقنيات الحديثة و خاصة تلك التي تفرض على معاملات الحياة اليومية.
يهدف هذا البحث إلى تسليط الضوء على الاستعداد الإلكتروني في اليمن و جاهزية المجتمع لتقبل الحكومة الإلكترونية و الاستعداد للتعامل معها من خلال مواقع الخدمات الإلكترونية المختلفة على الإنترنت.
اعتمد البحث على المنهجية الاستكشافية التحليلية لدراسة واقع المجتمع اليمني من منظور الاستعداد الإلكتروني معتمدا على المعلومات المتوفرة و التي تعتبر معلومات شحة مقارنة بأهمية الموضوع.
و سؤال الورقة هو "ما تأثير العادات و التقاليد على الاستعداد الإلكتروني في اليمن ؟ و قد اعتمد البحث على التعرف على الدراسات و أوراق العمل المختلفة التي تعني بالحكومة الإلكترونية في اليمن و لكن رغم قلتها فإنها تناقش احتياجات الحكومة الإلكترونية بمعزل عن احتياجات المواطن للتفاعل مع خدمات الحكومة الإلكترونية.
و عند بحث العادات و التقاليد في اليمن و مؤثراتها في المجتمع فإن المعلومات المتوفرة و أغلبها لجهات و مصادر مؤسسات أجنبية لا تدرسها من حيث تأثيرها على تقبل التقنيات الحديثة أو ما يعرف الاستعداد الإلكتروني و لكن بشكل عام.
حدد البحث عدة عوامل اعتمدت من خلال البحوث الأكاديمية كعوامل مؤثرة على الاستعداد الإلكتروني مثل التعليم، الدخل الشهري للمواطن، الجنس و العمر، و تم دراسة تأثيرها في المجتمع اليمني على الاستعداد الإلكتروني.
و من أهم ما توصلت إليه نتائج البحث أن اليمن ما زالت بحاجة ماسة لرفع من قدراتها في عدة مجالات مثل جودة التعليم و دخل المواطن و الفروق الكبيرة في فرص التعليم و العمل بين الذكر و الأنثى و غيرها.
تكمن أهمية البحث أن النتائج قد تعطي رؤية لواقع اليمن في مجال تجهيز المجتمع للحكومة الإلكترونية و التي تفيد في دعم دراسة متعمقة حقلية لمعرفة كيف يتم قياس الاستعداد الإلكتروني في اليمن.
Abstract EN
This study is an exploratory study which means investigate, study or analysis the relationship between two things (Your Dictionary.com, 2008).
The aim of this paper is to investigate, study and analysis the relationship between culture and social customs and the e-readiness in Yemen.
The study question is "How the culture and social customs impact the e-readiness in Yemen?" The researchers search and investigate the most important cultural elements which might affect the e-readiness as indicated in the international and academic researches and then explore and analyze their impact on the e-readiness in Yemen.
The scope of this study does not include any discussions about technical requirements for e-govemment or administrative reform.
The study focuses on the e-readiness and its requirements for successful e-govemment adoptions by the citizens.
This study could be considered as pre-study for the deep investigation as a survey study for the impact of the cultural elements on the e-readiness for e-government in Yemen society. The most important results occurred from this study is that Yemen still needs a lot of supporting in the quality of education, personal income and the big gap between gender in many working and education chances.
The finding of this study will help in giving clear view of the situation of the e-readiness for e-government in Yemen society, especially with the less information and researches available in this subject for the Yemen.
In the other hand, the finding of this study can support the deep study for the impact of the cultural on e-readiness in Yemen.
