Abstract EN

Public borrowing is one of the main instruments of fiscal policy through its significant impact on the distribution of the financial burden among the groups of society and on the pattern of distribution of national income.

The importance of the research lies in the fact that it focuses on highlighting the limits of the external borrowing of the Republic of Iraq.

The problem of the research lies in the existence of determinants limiting Iraq's ability to resort to foreign public borrowing, while it aims to measure the effect of these determinants on Iraq's ability to resort to external public borrowing.

The research reached a set of results and conclusions, and some suggestions.

The results indicated a positive relationship between external public debt and GDP per capita.

There is an inverse relationship between external public debt and interest rates, which means that debt can’t be serviced.

The research suggested facilitating and alleviating debt rescheduling and making the public debt service relatively reasonable.
