English Abstract

The administrative guardianship is the tool that enables the central authorities in the state to restrict the decentralized parties in order to preserve the unity of the country.

It is true that granting powers to local communities to run them by their local constituents while giving them moral personality and financial independence, The control of the central authority remains.
