English Abstract

The authority of the contracting interest in the imposing the sanctions is a privilege granted by the legislator to practice against its contractor when he breaches its obligations as a result of its failure to fulfill the duty of enforcement without the need to resort to the judiciary,including temporary sanctions that do not involve the termination of the transaction related to the public facility, including the termination of the contractual relationship (annulment) basing on specific legal controls.
