Human communities evolved throughout the ages, and so were their achievements, problems and crimes.

Human communities have sought, particularly in recent decades, to develop and update their legislative systems to keep abreast with such crimes and curtail their impact.

Drug related crimes are among the crimes that have become more sophisticated in terms of modus operandi, uses, techniques and wide spread.

Such crimes have become more than ever before a scourge threatening the existence of contemporary communities and the health of their members given their complex, cross – border nature.

Such crimes have become a source of worry for all, especially when associated with other organized crimes such as armed gangs, money laundry and terrorism.

Drug and alcohols use is not a modern practice; it is an old-age phenomenon as trading in such substances was always associated with huge, quick gains and using of them with happiness and ecstasy.

Narcotics are defined as substances that cause addiction and poisoning of the nervous system and whose circulation, cultivation and prescription are prohibited except for purposes as specified by law; and whose use is limited to licensed person only.

They include opium and its derivatives: cannabis, hallucinogens, cocaine and stimulants.
