The Public Knowledge Act of 1869 laid down the responsibility for the establishment and maintenance of primary schools and teachers' salaries for the local population.

The involvement of parents in spending on public schools was limited to primary schools.

Even public schools were financed by local endowments and imports.

In the early 20th century, Which pays the expenses and expenses of primary schools, but has not abandoned its policy of assigning the task of building schools to the parents.

The number of elementary schools in Beirut and the districts and districts that were later annexed before the establishment of the state of Beirut until 1886 was 56 primary schools, distributed between government and Muslims, except for schools of sects and foreign schools.

After the establishment of the state in 1887, there was a clear increase in the number of schools built.

The Ottoman State used primary schools to teach teachers, most of them in religious schools or schoolteachers, and some Turkish teachers who graduated from the Teachers' House in Istanbul, but the government later realized the importance of establishing teacher training schools in its states.

Five teacher training schools in Beirut, Tripoli, Sham, Acre and Nablus.

The number of schoolchildren was uneven, as the number of Muslim pupils was slightly lower than that of non-Muslim students, as well as the neglect of female education.

As for the subjects of study in Muslim schools, official and non-official, religious sciences constituted the largest proportion, except for the arithmetic was the only article of a modern nature in the primary school curricula, and the schools of foreigners have developed curricula that serve their purposes, including teaching languages, The doctrines of the sects and the institutions that established them .

Students in primary schools are admitted to the schools after taking an exam.

Students who receive primary school certificates during the June school exams can enter the school without taking an exam.
