In spite of the importance of identifying needs formative in the success of the process, but it is the most difficult aspect of the process for several reasons, the most important of which is the lack of good sources that can be relied upon to identify those needs, as well as to the lack of clarity and the number of interventions, including, in addition to fear the administration of some of the confusion and dysfunction, which may impact of the process of evaluation of training needs, and the consequent time and costs.
