The principle of publicity in public deals and affairs is crucially important.

It is the first principle which puts other principles to actual execution.

It is publicity that promotes transparency and the atmosphere of equality and competition.

Most legistlations have given great importance to this principle through enacting different laws that organize it.

In this study we will try to shed light on the major components of the principle of publicity, ranging from the announcement and its characteristics up to the Conditions document, in addition to the necessity of publicizing the procedures of the deal to avoid the negative effects that may result in from their transgression.

The aim of all this is to create an environment of transparency and equality that puts the competitors at ease and encourages them on the one hand, and help the general administration obtain competitive offers to chose the most convenient among which.

As such, the protection of public fund can be realized.
