Most states try to get food on the adequacy of various crops to meet the needs of its population and to find a balance between production and consumption.

No State fully enjoys the policy of self-sufficiency, but these rates vary from one state to another based on several considerations, including the nature of the surface, space invested for agriculture, production conditions and the nature of consumption as these circumstances are working often influence the production of the state, making it not enough to meet the needs of its population from food crops and animal products, which has to import some kinds from abroad.

And in the light of Iraq's agricultural conditions, characterized by the Iraqi agriculture features, these caused the amount of production and area under cultivation for wheat vary from year to year and from one province to another.
